Under the Skills Shortage Occupations SSO Scheme, an EMPLOYER must make the application for the person who wishes to work in the UK. No recruitment agency can make this application, it must be an employer who is looking for someone in one of the allowed categories and who has already advertised the job in the UK and was unable to find anyone. The employer must supply proof of this to the immigration authorities in the UK before they will consider a job seeker he has found in another country.
